Have you considered Puerto Rico?
very lively all year round, the off season is just coming up, so prices should be getting good. easy to get to from most cities in the States (if you are based in the States). Still easy to get to from most other countries.
Mix of Spanish, Taino Indian and American. Very colorful island, culture and great food. Plenty of lively action in San Juan. Plenty of trips for scuab diving.

You can dive all day and party all night!
consider NEVIS there’s no other choice NEVIS is your main choice …..
Have heard that the diving in Cozumel is really nice. Also Turks and Caicos, tho not much else to do there.
